Job Description Summary: PayPal’s Compliance team is looking for an experienced, highly-engaged and dynamic leader to serve as our Sr. Director, Head of Core Compliance – PayPal Invest (broker-dealer). The Sr. Director will lead PayPal’s Invest initiatives in this area, including developing global standards based on industry best practices, rules and regulations
Job Description:
Job Responsibilities
  • Design and build PayPal’s supervisory framework consistent with FINRA rule 3110 requirements, including design of appropriate rules and firm policies, review and disposition frameworks and processes of escalation of matter.
  • Provide regulatory and compliance subject matter expertise to key business partners within PayPal’s new broker-dealer and affiliated PayPal entities.
  • Execute board-level, senior management, committee, and business/enterprise function materials, presentations, and reports.
  • Manage and lead Communications Surveillance.
  • Support the annual planning and execution of the compliance monitoring and testing (M&T) program.
  • Establish communications with the public compliance and second line marketing review program, including social content (e.g. manage corporate and legal obligations, maintain appropriate controls and reporting to ensure our adherence to regulatory requirements).
  • Design and build appropriate compliance training and continuing education program, taking into account regulatory considerations and policy requirements.
  • Maintain compliance manuals and business Code of Ethics materials.
  • Establish and manage Employee Surveillance program.
  • Provide advice and guidance to second line testing and monitoring teams.


Requirements

  • Bachelor's degree required (advanced degree, such as MBA or JD is preferred) with 15 years or equivalent experience.
  • 10+ years of leadership experience within a broker-dealer compliance functions and/or with fintech companies.
  • Experience with testing and monitoring, communications with public and broker-dealer risk and control frameworks.
  • Active FINRA Series 9/10, 24 required.
  • Solid understanding of SEC and FINRA regulation
